Bill Clinton never balance the budget, It was a Republicans when they captured the house and sent it under Newt Gingrich that made Bill Clinton's administration a lame duck president as Republicans got control of spending. Debt has never stopped accumulating so no there wasn't a surplus, Democrats confuse deficit spending to debt all of the time due to a lack of education and dishonesty.
