I was in the military then in 2005, the Democrat governor of Louisiana was on vacation and Rumsfeld already notified the National Guard bureau to tell units to be ready 40 hours before the landfall of hurricane Katrina. The governor waited 4 days to give permission for federal and outside national guard to enter the state which is law. After the Democrat mayor and Governor did a horrible job they started blaming Bush and using the racism card. FEMA was new back then inefficient but had nothing to do with the state not preparing for the disaster.
