  1. It's a liberal democracy ie they are governed by the rule of law. Need to follow evidence if trying to solve crimes.

  2. Hard to know where the line is, but sometimes it's stereotypes. Other times, it's prejudice and other times, it's racist. But, yeah. Always going to have "some" segment of a population that is racist.
