  1. The reality is Xi could have implemented some of the same measures earlier. He stated, "houses are for living in, not for speculation" in 2017. But, that was too close to their 2015-16 mini-implosion. And, the dude wanted to be dictator for life. Economy would have tanked and no way would he of gotten his 3rd / unlimited term as leader.
