Korea is a much more urbanized and educated society since the '70s and even '80s. Urbanization was only 40% in 1970 climbed to 65% by 1985 and now sits over 80%. Way less people going to school after high school. Likely less than 30% in the '80s and now it's over 70%. Plus, there was an well trained apparatus and for lack of a better word "conscience" by the secret police / military to hurt their fellow citizens under than command of the government. The Korean apparatus now is setup to allow protests and make sure police and citizens don't get hurt. It was an "odd" political move by Yoon.
