  1. Korea has a lot of real time CCTV cameras. Also, I’m sure some precincts have drone capabilities. Someone should have realized the crowd was getting a bit too big. I think it’s going to come down to 2 things: 1- lower level people don’t have the freedom to contradict someone at a higher level. I’m sure someone at the lower level realized they were understaffed 2- failure of bureaucracy. People hate on government people that stay in one department / location, but that has benefits. Can’t replicate learned Knowledge. Wonder if some of the local department heads have been in place for a short time
