  4.  @雪花冰玉-xuehuabingyu  Generally, the CIA has communication lines open because...for people that want to become spies. And, yes. The CIA will have agents even in friendly US countries. There are covert agents (not attached to the US government) like random business people possibly or State department employees that are attache employees. Stuff like Cultural attache representative. I'm pretty sure my cousin is / was a CIA employee since he started working for the State Department at a very young age. I'm totally guessing though and would never ask him.
