  1. The US has a Nurse practitioner program. It fills lots of holes in the system that doctors don't need to be involved with. My primary contact for a while was a NP. If it was anything more serious or specialty related, she would refer to someone else. I think I was referred maybe once or twice.

  4. Seems like the quotas should be on residency positions and not medical school then.

  5.  @sunshinesmile94  That's one way to define quota. Also works the other way as a cap ie OPEC quotas. Limit the number of people that can do residency in certain specialties.
