This is what you call a death spiral. Not enough tax revenue, so salaries are cut. People spend less and even less tax revenue.

Bonus system is good for private companies, but that's based on performance goals. Have zero clue how governments (civil servants) can have performance targets.

@willpugh-calotte2199 I was ineloquent in my comment. Used to work for a publicly traded company. When the company made more money and hit certain targets, we got bonuses. But, that's because we made more money and could expense it out. Governments aren't in the business of generating more revenue (or they shouldn't be). I guess I could see small bonus awards as reasonable.
