  1. If you have forecasting / planning experience, having to replace big negative decreases for any category in a business is troublesome. Just makes the math tougher. Let’s say international tourism was only worth 2% to the economy and its down half to pre-covid. That’s 1 extra GDP point another segment of the economy needs to make up to cover it.
