Very controversial since he laid the groundwork for future generations, but was a murderous authoritarian scumbag. (I'm a novice of Korean history since I grew up in the States.   5.  @weaver1507  He was born in 1917 and was a junior officer in the Japanese military. Nothing has been published about what he did and didn't do. He was stationed in Manchuria, so it's highly unlikely he was involved in Korean affairs.
