  1. This is the problem with the country. Programs and investments have a very long arc before you can see societal impacts. It means money is being spent that doesn't have an immediate tangible impact. It's much "easier" to say lock people up, but that doesn't deal with the recidivism rate. It's emblematic of the sugar high strategy one side implements: cut taxes for the rich! and see a sugar high bump instead of making investments in the middle / lower classes that won't see an immediate return.
