  2.  @protagonist9716  You don't understand how corruption works in western cultures (or used to work). It was never about cheating the customer on the end result, but padding the price to make extra profit. Low(ish) bid and then add in cost overruns. Chinese are the reverse. They make a low bid and then give substandard materials and workmanship to hit the lower cost.
