  1. I'd exempt first 100K in long term cap gains. No tax. Then, it defaults to 20%. After you make 10M in long term cap gains, you go up a bracket to 24%. Over 100M, your bracket is 28%. And over a billion, you default to short term cap gains rate. And, I'd change the long term cap gains holding period from 1 year to 3 years. 1 year ain't long term.
