Imagine 2 riders in the Tour de France: (1) only will be riding in 1 stage and (2) will compete in the whole race Putin is just trying to win this stage (Ukraine) while the West needs to conserve weapons for the long game. Deep down, Putin knows NATO isn’t going to attack Russia, so he will throw all resources into Ukraine.
