The Pact of Steel, signed in 5/'39 stipulated Italy be given 3 more years to prepare, what Mussolini didn't know was the Germans had no intention of honoring the Pact (as they neglected to honor ANY Pact they signed) and were ready to invade Poland just 4 months later which started WW II. Since the Pact stated one would come to the aid of the other in case of war, Mussolini honored the Pact and was forced into the war, UNPREPARED.
