And, believing that someone from your community will be able to grasp that is a very normal instinctual thing to do. Take the US for example: looking up some data pertaining to racial violence crimes during Obama's and Trump's terms could easily tell ya who did the job better. Sometimes, a member from the same community who understands your struggles getting to be in power and implementing policies that cater towards you and also members that are not part of your community feels really good..

In India, a person's social class or currency is determined by both their financial status and caste. You were the one who was butthurt and derailed this discussion to low class men's crime rate when that has nothing to do with the impact these reformed laws will have on women of different social classes. There's numerous examples of states using these taxes for the betterment of their respective states when they want to bring about some sort of impactful reform during crises or emergency. One example off the top of my head is what one of the former TN CMs did(when gst wasn't implemented yet). He raised the vat or some other tax rate to 8% from 7% to fund the "free meals at government schools" scheme. This move drastically increased the nutritional levels in TN after a few years. Decentralisation and federalist policies are important in a country that's made up of different cultural and linguistic communities with their unique problems. Even in an authoritarian regime like china, the powers aren't fully saturated at the centre. They're decentralised to smaller towns and cities who are given the freedom to deal with their local problems. In a nutshell, my point is at least a certain amount of tax revenue sources are something the states are entitled to.
