@bnbpb05 Fuel and alcohol taxes are two of the only remaining types of revenue sources states have. This ensued from the aggresive implementation of gst. There's numerous examples of states using these taxes for the betterment of their respective states when they want to bring about some sort of impactful reform during crises or emergency. One example off the top of my head is what one of the former TN CMs did(when gst wasn't implemented yet). He raised the vat or some other tax rate to 8% from 7% to fund the "free meals at government schools" scheme. This move drastically increased the nutritional levels in TN after a few years. Decentralisation and federalist policies are important in a country that's made up of different cultural and linguistic communities with their unique problems. Even in an authoritarian regime like china, the powers aren't fully saturated at the centre. They're decentralised to smaller towns and cities who are given the freedom to deal with their local problems. In a nutshell, my point is at least a certain amount of tax revenue sources are something the states are entitled to.
