  1. It shouldn't be illegal to be homeless. Many of these people have mental problems. We used to put these people in mental institutions. There was a big movement yo release them in the 1970s if they didn't pose a danger to others or themselves. They are unemployable and cannot function in a work environment. They'd either be homeless or forced to live somewhere they don't want to be. Sorry, it a problem with no solution.

  3. Sure there are advanced countries. Homelessness is not an indicator if anything. Many rich areas do not have homeless on the streets. Does that make them better people? No, it just shows that they use force to dispose of them. People should have the freedom to not have a house and interact with the entirety of society if they don't want.
