  44.  @NewOrleansSeptember  It's reflective of the type of murders that are the most common. If the perpetrator is associated or familiar with the victim, clearance is more likely. If it's stranger to stranger crime, it's less likely justice will occur. Murders of homeless are much less likely to be solved and that's a fact. It's in no way similar to something like a domestic murder. Your example of gang violence is a mixed bag. Many of them involve people who know each other well, and are easier to solve. Others like a drive by may be harder to solve due to lack of credible eyewitness accounts and hard evidence. Statistics DO matter. Half of all murders in the US are never solved. Nobody serves prison time for it. Criminals are acutely aware of this, so punishment isn't necessarily the deterrent people think it is.
