Medicaid existed prior to the ACA and no public hospital could turn anyone away if they didn't have insurance and still can't, so the only thing these so-called affordable care act did was jack up premiums to the point that employers can't afford to give their full-time employees benefits and the cost to employees and private citizens is through the roof not to mention the deductibles and the out-of-pocket costs and they don't cover as much... yeah thanks Obama
