They've already lost a significant amount of their tax base with all of the major businesses moving out of Chicago over the last 18 months That's a huge tax revenue they no longer have they've already had officers resign and quit They're about to lose more and people are moving in mass because it's not safe

You're going to need all that extra money not just for pensions but for all of the tax revenue you have lost due to the mismanagement of the state and city and all of the major businesses that have left
