  7. Even if they issue an arrest warrant, they aren't going to Israel to get him. Now, if he ever goes to another country that's in the icc, the country is required to take him into custody. Putin hasn't left Russia since the icc warrant in 2023. Provided that country is an icc partner. Almost all countries are except Israel and the US
