  1. I think aid should go to poorer communities first. Those are the families least likely to have financial resources to live in alternative housing and/or have hotel rooms and rental reimbursed while their homes are being rebuilt. They are those most likely to not have insurance, esp rental insurance. Poorer communities cannot wait for govt reimbursements. How does this not make sense to you?
