  2. It's not the archives that is responsible for the checks/balances of documents. They are responsible for receiving them. It's not like they get a list of what they're supposed to receive. The dept where individuals "check out" documents obviously doesn't have a strong protocol to ensure they are returned.

  5. NARA is responsible for receiving the documents after they leave office. They aren't responsible for "checking out/in" documents. NARA only knew trump withheld items because they noticed his love letters weren't returned. It was an informant from Trump's circle that reported trump still had classified documents, prompting the search warrant.
