  1. The Speaker doesn't have to be a Congress member, BUT Rule 26 states anyone under felony indictment cannot be Speaker. The House would have to vote to change rule 26, but I am sure that the House cannot vote for a rule change unless there is a "permanent" Speaker in place. When there's a Speaker Pro Tempore in place, the House is very limited on what can and cannot be done.

  2.  @GreenxEmerald  I don't believe the House rules can be changed unless there is a permanent Speaker. Rules changes are not possible with a Speaker Pro Tempore.

  3.  @michaeldougherty6036  I can see Trump as Speaker tweeting a "hint" that if Biden and Harris were simultaneously "gone", Trump would become POTUS. I've already read comments on Fox videos to that effect.

  6.  @rationalguy2744  The Constitution does not actually have the phrase "Speaker OF the House". The position is referred to as "Speaker" in the Constitution.
