Do you know what would stop people people from voting in multiple states? Each state has its own active voter roll, but they are not cross-referenced with each other. If we had one federal voter roll that was distributed to every state for federal elections, it would guarantee*one person = one vote* . That would insure that when "John Doe" moves to another state, he cannot vote in-person in his new state and vote again by mail/absentee in his previous state because after he voted in one state, his name would be taken off of the federal voter roll making him immediately ineligible to vote in any other state.
