  2. The package was likely flagged in the postal system, FedEx, etc as having contraband. The police allow it to be delivered as it normally would. They watch the delivery and wait until someone picks it up and takes it inside. The PD's theory is that the addressee is expecting the package. The problem with this is that someone with a beef against someone could send a package with drugs to someone to set them up. It'd be more difficult for you to prove you weren't expecting a package of drugs than for the PD/DA to prove you were.
