Quarantining for a number of diseases was common back then, and I don't remember anyone kicking against the idea. Who'd want to be the asshole who was infecting people? If a doctor said you had this disease and you had to stay home, you bloody well stayed home. I think that's the problem - my generation was really the last one that had to deal with the ravages of preventable diseases as a common thing, so people don't take the idea nearly as seriously as they should.
