I think he let himself get evolved first because he felt the presence of Shimo and also to Scar King whom he imprisoned a long time ago in Hollow Earth with other apes to make sure they won't go to surface. Because remember he was overwhelmed fighting Ghidorah on his normal form even without the human's interfence only for Mothra sacrificed herself and gave her remaining to him to get evolved with nuclear.
