  1. Last I checked we need evidence and not conjectures for a theory to be considered fact and not just you know, conjecture. I don`t care that it was Steven Hawking (God rest his soul), that means nothing for it to be scientific fact. What it is however is the philosophically expected outcome. What Dr.Hawking stated is based on logic but not scientific testing or analysis, thereby it is a philosophical proposition, and on those grounds I agree it is expected and good, but it is still unproven. And scientifically it is a hypothesis, it has not earned theory let alone law status.

  2. 11:30 I think one key to actually bringing the Hard Steps Model to the test is to figure out if the growth in complexity even fits into the definition of what would be necessary for a Hard Step or not in such a way that leads to the dynamics that the model predicts and then if the mechanism therein does indeed act like a hard barrier to be overcome in a way where failure by single instance time alone is expected. And yeah, see if the flow of complex development matches the influence of the Sun or other environmental factors or not. This is to test for if this dynamic is due to the nature of developing intelligent life, or simply piloted by environmental influence. The former we should expect to be relatively universal owing to similar natures in product and process expected, the latter will however vary from instance to instance.
