  1. Russia, recognized republics first, then Republics asked for military help. Minsk agreements were between Ukra and Republics, nobody mentions that! So legally here are Republics that recognized Novorossia and DKR (Republic prior to 1921) as their prefesessors. That's about 45% territory of so called western project of "ukrain". The speaker never mentioned the fact that Kreamean Republic was transfered as such to Ukrssr in 1954 and it did not include Sevastopol. Republic means its itself is a state that does need an approval of anything from Kiev.
