  2. they could be SWAT ... but there has to be a catch where those teams can't ever be called in until AFTER live gunfire is confirmed on the scene and the properly trained police there to de-escalate are falling back like it was an actual warzone. SWAT currently can just show up to any phone call currently on fake reports, internet streamers getting swatted without any corroborating official on the scene, It's all insane and needs some serious Guard rails put on it
