  1. Define "Tax Payer" ? ? ...the entire concept of a "tax base" has been eroded to no one. The gold selling guy is RIGHT when he says 40% of us don't even make enough income to qualify for paying federal taxes. And the upper 20% of the country is where you were seeing capital gains and pass through loop holes because this country taxes skilled labor higher than it taxes vulture capitalists. Warren Buffet only payed 1.3% of his income to taxes last year. Who exactly does that leave as real tax payers?
