  2. This is one of those things Microsoft *could* potentially fix. Back in the early 00's they made sure their most promising studios were continuing to put out full length and polished Campaigns. Mechwarrior 3 for instance has long been the "best-feeling" Mech game ever produced and there was plenty of other studios back then under MS at that time doing the similar things.
