And this is where the TotalWar or Civ series both really shine. They try to accurately include as many nationalities as development time allows for but they DON'T pretend that everyone's capabilities are the same

Heinlein's non ironic interpretation is literally just Fascism like most of the WH40k universe. The Movie muddied things up a lot but ended up being way more entertaining than it had any right to be by doing so

He danced around the entire Reality that's it's a FORCED "social issue" that even most minorities aren't interested in pushing any Agendas on (b/c they have enough Common sense to know it's patronizing and that other regular people will cheer on a Backlash against it)
