  1. Isn't it the responsibility of the driver to ensure ALL passengers are wearing their seat belt? On top of this, probably the one filming Sunak wasn't wearing a seatbelt. That should be checked. After all, this seat belt law has been in place since 1991. Therefore, it should be an automatic thing to do, wear a seatbelt!
