  4. There is where you are mistaken. The police have literally NO legal obligation to rescue or save anyone. Their only legal obligation is to catch criminals. They can watch someone kill you and would only get in trouble if they then did nothing about it. They are under no obligation to save you; just to punish those that broke the law. Entirely different motivations that lead them to simply shooting everything that moves which solves their problem quickest.
