LED bulbs use far less electricity than incandescent (100w vs 5w) and so therefore put far less load on the wires of old homes so an apartment switching to these would draw far less power and negating any need to rewire that you think might be necessary for some unfathomable reason. Your logic is entirely faulty. You bought cheap LED bulbs and they went bad and based on nothing you blamed the wiring.
