@billiecruz4399 Don't forget that they're also trained to shoot all of their bullets, reload and repeat until the "threat is neutralized," then cuff the dead or dying suspect, like any sane human working for the government would do.

Exactly. It's less paperwork if the man dies. The police prefer their victims to be dead.
