In this particular situation Russia would declare victory when all opposition forces are killed or cease to fight and the government of Ukraine is replaced with a puppet government that Putin controls. A win for Ukraine would be forcing out the invaders from the borders of their country. Pretty simple.

  19. Train rail routes are public knowledge and there are literally only 4 lines going into the city. The Russians know they are using it already and likely aren't destroying it because they need the rail lines to transport their own supplies and equipment in the future.
