  1. It´s not so uncommon in North-Eastern Europe. Finnish, Estonian and some Latvian politicians speak this way, too. The Telegraph did an interview with Latvia´s foreign minister Krišjānis Kariņš and his answers were brief, practical and to the point. Basically "We´re doing this, we´re going to do that, we think this, that´s why we plan to do that."
