The Baltic states are making an effort, too. They're buying new equipment and reinforcing their borders and introducing conscription and recruiting new professional soldiers. It's just going slower than expected, one of the reasons being that they're simply small countries with limited resources. Estonia has economic problems. Lithuania is doing OK economically, but it had a slow defence minister up till spring 2024. They've gone into overdrive since then, defence news coming in almost every day.
