  1. The thing is that the majority of costs for a university does not come from students. Putting a lecturer that talks to 200 Students for an hour costs at worst 20 cents/hour. Exercises might be much more expensive since we're talking about smaller groups but even if we have a group of 20 Students, it's still just 2€. Majority of teaching materials are reused. Sure, there in some classes you have to buy new resources (like chemistry) but it's typically very little. If you consider most of the common expenses it might be like 300-400€ per student in a university with at least 10k Students. Universities spend most of the money paying for the research and advertisement.
