  7.  @SynthMusicWorld  if you complain the next door neighbours dog(s) are barking constantly the neighbours can be fined and some time court ordered to get rid of the dog(s) now if a cop was there and hears said dog(s) barking and told the owner to keep the dog quiet, i dont see why he couldnt arrest them if he so desired, let a court decide
