What do you mean they don't allow off road vehicles? They should have a special law allowing them because did they not see that global warming is causing major weather changes and places that did not see much rainfall on an annual basis are now subject to monsoon type flooding etc.! I guess you'll have to wait until one of the politicians or their family are trapped by floods or similar and they need these type of off roaders to rescue people in distress and no the Fire Trucks are not enough as evident by other previous recorded disaster hit areas. I don't know why we elect these politicians, But then a new car manual has to warn you not to drink the contents of the lead-Acid battery so I guess we have the answer.
