  3.  @phrenchphried  No, because they have their own legal alternatives to the illegal drugs, which they have a monopoly on. They never managed to get a monopoly on alcohol, because that's too easy to make, but they managed to monopolise legal versions of illegal drugs with almost identical chemical makeup
