  1. Putin’s nuclear threat was merely a test balloon to see not if, but how other world leaders would react. Naturally, a robust response is to be expected. But the goal is to see who would dissent, like France’s Macron saying Putin should be appeased. Ultimately, creating fractions and divisions within NATO is Putin’s goal here. See who blinks.
