Ну, во-первых это не макет, данная машина проходит статические испытания (без разрушения) и именно она же и будет поднята в воздух.
Макет — это вот то, что демонстрировал Макрон, там полностью из дерева и пенопласта на деревянных подставках нечто. В данном случае готовая машина.
Во-вторых, не «захотели», а как рассказали, её «заказали». Некая страна заказала разработку, российская армия же данную машину не заказывала и не оплачивала от слова совсем. Собственно в ролике по сути про это сказано и кучей намеков понятно, что заказали машину ОАЭ. В российскую армию вероятно пилотируемые версии вообще заказывать не будут (во всяком случае говорили, что планов таких нет), только в виде дрона (было заявление, что в такой версии очень даже интересно).

You forgot, that
1. Russia have in space real military active radars (thanks to powerful, already up to 1 MWh nuclear reactors). Not some mesh of powerless communication satellites, but huge powerful radars.
2. How arrived Stealth — it was invented by Soviet physicist and mathematician Petr Ufimtsev back in 1960s, but his work even was not classified (it is how already just year later it was translated in USA). How it possibly? Soviets already used radars which worked on different waves simultaneously, that why saw stealth (a bit more complicated, because word ‘see’ is stupid for radars, btw), so this work declared as pointless and not classified. Soviets didn’t knew that US had no similar radars, because it is natural way of development: you build radar which works on one length of wave and then add other to make it better (funny fact, still nowadays such radars produce only Russia and not a lot of years ago joined China, nobody else; for me unclear why, that radars use very complicated math algorithms, true, it is core of technology, but it not something exceptional as I think).
Thid is classical stealth which based on approach which prevent reflection from object to return back regards to geometry of object. But again, this approach never worked against Russian (and now Chinese) radars. For last decades scientists works over new special materials/covers which are transparent for waves, or can absorb waves, but it is still far future.
So, is this somehow canceled stealth jets? :D

And yep, stealth always, from beginning were good only against poor countries. While aviation itself (of any kind) is good (and only need) to fight against third world countries or just as protection of borders from provocations (remember how US regime flew over USSR/violated Soviet borders or nowadays fly over backward countries which can’t protect self). Can you imagine usage of aviation in war between USA and Russia? Impossibly. In first minutes of war will be used SLBM/ICBMs and in hours whole world will die, aviation in war between superpowers is pointless and not need.
