1. Lie. Actually Russia agreed to send Tom Cruise, but totalitarian regime StateDep denied for director to use Russian space ship. For propaganda purpose it is not best idea. So, StateDep promised arrive of new ship from SpaceX which will be possible to use. But SpaceX failed and almost two years later Russia sent own actors. Not specially for movie, but as ordinary experiment: how to rapidly prepare people for space. In past it took years, back in 1980s 2 years, 20 years ago 14 month, and now it took just 3,5 month. It is part of Lunar program.
2. Of course it can’t beat box office, because almost all world theaters controlled by U.S and they never allow to show other movies than own. As demonstration how they cares about this — after WW2 one of condition for France to get Marshall plan was obligatory to show U.S movies.
But who cares about box office, in any encyclopedia, even 200 years later will be this movie, while Tom Cruise will be absolutely unknown (as we forgot all popular actors of 1920s, but everyone know first even movie).

Paid to whom? In Russia space industry in state property. When you paid for ticket, you paid right to state budget. When state launch rocket, from state point of view, it almost for free :)
But if you are interesting, then:
1. It is part of experiment how to reduce time which need to prepare people for space. For comparison near 20 years ago Russia already planned to send actress to space (but she late, Mir station was closed), preparations took 1 year and 2 month. Now they were prepared just for 3 month.
2. For movie paid three commercial companies (including studio which make movie, it is just private company, famous enough in cinematography, as example Disney already few times ordered movies from them, tv series which they produce have dozens remakes in whole world).

Actually first landing on Moon made USSR. Americans later sent people, not robots as USSR, at that moment USSR already lost interest to Moon and worked over Venus missions (still unique, largest and most complicated soviet program).
There are no any competition and impossibly, competition possibly only between different systems (capitalism vs. communism, communism won space race). Actually it was deal that Russia will launch Tom Cruise (perfect example there are no any competition), but StateDep denied to them to use Russian space ship. It was almost 2 years ago. So Tom left on Earth, while Russia already sent own actors, and not because wanted to make movie, just because state experiment for which it need some unprofessional people (decide to use filmmakers, because in comparison with rest unprofessional people, they at least can make movie and in result money).
